The idea here is, as an individual or small private group, put a beacon on or near the moon.

But my interest would be both ends of the radio link and what to do with the measurements.

Tethers Unlimited, Inc. has a goal to throw something beyond the moon with tether technology.  Maybe there's a synergy there.
